Diagram

Three-phase evaluation of change

  1. Three points of evaluation
  2. Before the interventionSet a baseline so there is something to compare against later.
  3. During the interventionRun a midterm evaluation while the programme is still running.
  4. After the interventionRun a final evaluation, including impact, and feed the lessons into the next decisions.

Pitfalls

Pitfall

Thinking about evaluation only once the programme is over. Rist et al. (2011) note that in many programmes monitoring and evaluation were added later, leaving no systematic baseline and nothing to compare against.
